Our Team

John Olliver holds the positions of Managing Director and Planning Manager within BBO and brings 36 years experience to the planning and resource management department. He has completed a Bachelor of Arts, a Diploma of Town Planning and a Post-Graduate Diploma in Management Studies, and has key interests in major project consultation and consenting, planning policy, and urban design.

John is a planner of prominence in the Waikato region, with a reputation for delivering results on major projects through effective consultation and strategic application of statutory processes.

Scott Bready graduated as a top scholar from the MBA programme at the University of Hawaii, having secured the only full scholarship allocated to the Australasian region.  He has 20 years professional experience, with the last 16 years focussed on the improvement and management of New Zealand’s state highway assets. He became a BBO Director in 2007.

Scott is an NZ Transport Agency (NZTA) Independent Professional Advisor in process and procurement, and an NZTA-qualified tender evaluator. He is quick to appreciate complex contractual and commercial concepts and is skilled at developing them into robust processes described by concise and clear contractual provisions. His ability to consistently deliver documentation of the highest standard within deadlines is highly valued by clients.

In addition, Scott has developed, implemented, operated and obtained independent certification of quality systems in both professional services and physical works environments. In 1999, he formalised BBO’s existing quality system and has revised this over the years, ensuring compliance with ISO9001 standards. Scott is BBO’s Quality Representative, and has fulfilled the quality assurance role on many major projects undertaken by BBO.

Graeme Jamieson graduated from the University of Canterbury with an honours degree in civil engineering in 1974, and has held New Zealand professional registration since 1978. He has lead BBO’s structural engineering section since 1996 after working in related companies in New Zealand and Singapore since 1988. He has been a Director of BBO since 2011.

Graeme’s experience includes the design of conventional buildings of all types, bridges, and other civil engineering structures. Bridge engineering has been a primary focus of his recent experience, reflecting BBO’s workload patterns. Bridge engineering also represents a particular personal interest, as does the appropriate modelling of soil-structure interaction.

Tony Keyte joined BBO in 2000 and while managing the Civil and Traffic engineering divisions, he became a Director in 2011. He brings 28 years Civil experience to BBO, therefore enabling efficient and well designed solutions to any project requirements.  Tony is a chartered professional engineer in civil and traffic engineering.

The high regard in which BBO’s clients hold Tony stems from his record of overcoming technical challenges on major infrastructure projects.

Tony has the ability to manage large multi-disciplinary teams to deliver high quality, integrated designs within demanding time frames.  Tony’s skills include highway design, transportation engineering, pavement design, traffic engineering and geometrics.  His expertise extends to understand stormwater, wastewater and water design.

Simon Devoy is degree qualified in the UK and professionally qualified in New Zealand, where he moved to in 2005.

Phillipp Gleissner holds a Bachelor of Engineering (Civil) Degree with Honours from the University of Auckland.

Harrison graduated from the University of Canterbury with an honours degree in civil engineering during the Christchurch earthquakes.  His past experience includes the engineering design, seismic assessment and construction of predominately building structures.  He is now part of the structural team at BBO, with a focus on bridge engineering.

Dipra joined BBO’s structural team in 2016.  She completed a Master of Engineering Studies Degree in Earthquake Engineering at the University of Canterbury, and is currently a graduate member of Institute of Professional Engineers New Zealand.

Charlotte joined BBO’s structural team in 2008, since when her willingness to expand her horizons and responsibilities has resulted in extension of her base drafting workload.  Extensions include technical and cost inputs to contract documents; liaison with Building Consent authorities; and management of communications with the various parties involved in Design & Construct projects.

Tina joined BBO in February 2017 after 6 years civil and structural engineering design experience with an engineering consultancy in China.  Her educational qualifications have been assessed by NZQA as equivalent to a Bachelor of Engineering Technology degree in Civil Engineering, and she is a graduate member of IPENZ.

Ray completed a 4-year degree in Landscape Architecture in China prior to moving to New Zealand.  He subsequently completed an New Zealand Diploma in Engineering (NZDE) qualification in Civil Engineering prior to joining BBO in February 2017.

Ivan Kottaiya’s experience is centred on the management and observation of major earthworks and pavement construction projects. He has completed a Diploma in Highway Engineering.

Isla graduated from the University of Canterbury during the Christchurch earthquakes and gained construction experience early in her career as part of SCIRT.  Now she is working alongside the contracts engineer overseeing major roading and civil projects.  Isla also volunteers for Engineers without Borders overseeing ventures around the pacific.

Geoff has significant background in large and small scale engineering projects in New Zealand, Australia, UK and the Middle East.  His experience in cadastral surveying, site engineering and construction supervision roles has covered mining, high-speed railway, roading, bridges, high-rises and power stations.

Grant has 8 years experience in the industry, 4 years initially in a Design team before moving into an MSQA team as a Site Representative for 4 years overseeing construction works.  Grant is also experienced in large scale pavement construction projects.

BBO is Deena’s first employer since her graduation from the University of Auckland in 2016.  She is currently working on the Huntly Expressway Project as a Site Engineer, with a particular focus on the Environmental and Cultural Mitigation components of the project.

After graduating from the Waikato Institute of Technology, Ryan began his civil career in River Management and Flood Protection engineering, gaining experience in both Civil and Environmental disciplines.  Ryan joined BBO’s MSQA team in early 2016 as a Site Representative on the Huntly section of the Waikato Expressway, assisting with construction oversight, with a focus on environmental compliance.

Jamie Langley emigrated to New Zealand from the UK in 2006 after graduating from Aberdeen University with a Bachelor in Urban Planning / Surveying and a Higher National Certificate (HNC) in Civil Engineering from Dundee College.

Amitesh has 10 years of experience in the civil engineering industry, starting his career as a young engineering cadet for a local government body and progressing through the cadetship programme, later moving into construction.

He has worked on a range of civil projects as a Project/Site Engineer involving three waters, road construction and maintenance, structures and subdivision works.  Amitesh is currently completing his Bachelor studies part-time.

Mark’s 8 years’ experience in civil engineering consultancy industry has seen him working on both sides of the Tasman, and progressing from cadet to Engineer’s Representative and Project Management roles.  His experience is broad, ranging from involvement in the Transport Agency’s South Conterbury Network Management contract; topographical and engineering surveys; gemoetric design; and construction oversight of civil engineering works. Mark will again be responsible for construction oversight, primarily on projects being delivered under the Safe Roads Alliance.

Brad Hayes completed a Bachelor of Engineering Degree with Honours in 1987 and has professional experience in a range of engineering fields including land development, municipal engineering, transportation, road safety and construction contracts.

Jarred Stent is a highly skilled civil designer, with a Bachelor of Engineering Technology Degree in Civil Engineering.

Ceciel completed her Bachelor of Engineering Science through the University of Southern Queensland.  Prior to joining Bloxam Burnett and Olliver she worked for the Department of Transport and Main Roads in Queensland, Australia.

Gordon Thorburn has 38 years of geometric design experience, which has founded from his interaction with state highway improvement projects.

Gordon has been with BBO since the beginning; 23 years. Therefore, he provides a high level of stability to the design team and exceptional continuity of institutional knowledge.

Richard started working for BBO in 2014.  Richard brings 13 years’ experience in geometric design working in both the Local Government and Private Sector within New Zealand and Canada.

Brian Mercer completed a Bachelor of Engineering Degree through the University of Auckland and assists with roading and civil projects in BBO’s Civil Engineering division.

Jude Bowen is one of BBO’s first employees’ and is a vital team member, with continuity of the company’s values and systems for over 23 years. She is a CAD technician, providing support for the civil engineering department.

Caleb started at BBO in 2014.  He has been involved with a number of civil projects, assisting with geometric design, stormwater management an hydraulic design.  Caleb has a Diploma in Civil Engineering.

Matt started at BBO in mid-2015 assisting with design, and Civil Projects.  Matt has worked on BBO projects from design to seeing the project from start to end.  Matt has worked on Safe Road projects from day 1.  Completing the design for multiple Safe Roads projects.  Matt has completed his NZDE (Civil).  Matt looks forward to future projects within BBO and Safe Roads, working on the design and within a team.

Martin started at BBO in mid-2016 from Auckland with 3 years of road construction experience in New Zealand and 2 years of civil design experience from an engineering consulting firm in China.

Laurette joined BBO in March 2016 after completing a Civil Engineer Degree in Toulouse France.  Since Laurette began, she has mainly assisted on safe road alliance projects with both the Safety & Design Teams.

Cameron Inder completed a Bachelor of Civil Engineering with Honours and has 17 years’ experience in transportation planning and design of state highway, urban arterial and rural road networks, as well as traffic signals and urban intersection design.  Cameron frequently consults with the New Zealand Transport Agency and Local Authority on behalf of clients wishing to access roads, or develop land.

Cameron prepares and peer reviews Integrated Transport Assessments (ITA) and Traffic Impact Assessments for resource consent applications, and frequently provides evidence as an expert transportation engineering witness at resource consent hearings.  In addition, Cameron has experience providing traffic effects evidence at the Environment Court.

Cameron actively attends Traffic Model User Group conferences both in New Zealand and Australia, and training / seminars on traffic modelling packages SIDRA, VISSIM and LINSIG to be fully conversant with the software.

Tara Hills completed a Master of Science (Tech) and has 21 years Civil and Traffic Engineering experience.  Major engineering projects that she has worked on as Engineer’s Representative include the Domain Road Roundabout in Papamoa, and the Base civil construction in Hamilton.  Traffic engineering work that Tara regularly undertakes includes writing traffic impact assessments and integrated transport assessments, traffic safety assessments and crash analyses, and presenting traffic and engineering evidence at Council hearings.  Tara also a strong background in engineering geology, and regularly provides geotechnical site suitability assessments, as well as reviewing geotechnical reports for various Councils.

Kathy joined BBO in July 2010 and with her strong process management background, she has since established and improved permiting processes and become very proficient in High Productivity Motor Vehicle Permiting.

Kathy has a Bachelor of Civil Engineering degree and Master’s degree in Transportation Engineering.

Eugene Vodjansky has over 28 years of professional experience in stormwater management, floodplain management and hydraulic design. He completed a Post Graduate Certificate of Water Resource Management Engineering at the University of Colorado, USA.

Constantinos’ study at the Democritus University of Thrace in Greece resulted in twin Masters-level engineering degrees, a general civil engineering degree in 2003 and a specialist hydraulic engineering degree in 2005.   Before joining BBO in 2017 Constantionos amassed 12 years consultancy experience in the design of water, wastewater, stormwater and drainage systems, with his role evolving from designer to design team leader and project director.  During this period he also achieved recognition from multiple professional bodies including Membership of the Technical Chamber of Greece and registration at the Greek Design Engineers Association.  His academic and professional credentials and prior experience combine to make Constantinos a key player in BBO’s water resource team.

Zac joined BBO in mid-2016 after completing his Master of Engineering Studies with 1^st class honours at the University of Auckland.  Zac assists with stormwater management and hydraulic design in civil projects.

Water Resources Engineer (Intermediate Civil Engineer) Suyash joined BBO  in October 2016.  He has a Master’s degree in Environmental Sciences and works on stormwater and hydraulic design in civil projects.

Chris Dawson has 21 years of professional experience in all aspects of planning. Chris largely focuses on preparation of assessments of effects on the environment,  structure planning, management of consultation processes with communities and iwi, development of resource management policy, project management and assessment, and reporting on large resource consent applications for Councils.

Steve Bigwood focuses on large scale multi-disciplinary projects, evaluating environmental effects of development and advising on appropriate mitigation, and coordinating public information and community consultation. Steve is accomplished in the preparation of resource consent, subdivision, notice of requirement and plan change applications for a range of development projects.

Kathryn Drew began working at BBO in 2008. She completed a Bachelor of Resource and Environmental Planning degree in 2002 and is a Full Member of the New Zealand Planning Institute.

Andrew McFarlane started working with BBO in 2007. Overseas experience combined with postgraduate qualifications in ‘Architectural Conservation’ and ‘Town and Country Planning’ has enabled Andrew to add additional skills to BBO’s core business functions.

Sam graduated from the University of Auckland in 2013 with a Bachelor of Planning with honours and a Master of Urban Design with honours in 2017.  His past experience in the Hamilton city planning team on a range of policy projects included a review of Hamilton’s District Plan – notification to appeals.  He is now part of the planning team at BBO working on a range of projects including plan changes and a variety of land use and subdivision consents.

Stephen joined BBO at the start of 2016 after completing a Bachelor of Environmental Planning degree at the University of Waikato, and Stephen is a graduate member of the New Zealand Planning Institute.

Daan has more than two years of experience as a planner and started at BBO in 2017.  Daan completed a Bachelor of Resource and Environmental Planning at Massey university 2013 and is a intermediate member of NZPI.

Emily joined BBO at the start of 2017 as a student planner. Emily has experience working for a planning policy team in Upper Hutt Council.  Emily is a student member of the New Zealand Planning Institute.

Bernie Milne is the survey manager at BBO. He has a Bachelor of Surveying Degree and is a full member of the New Zealand Institute of Surveyors and a Licenced Cadastral Surveyor.

Bernie has been involved in the subdivision and development of land for many years and has experience with small sites, through to large industrial developments. Bernie has a collaborative approach and works hard to make the subdivision and development process as smooth as possible.

Bernie previously owned Focus Surveying, a Hamilton based surveying consultancy, but integrated with BBO in 2007 when the opportunity for expansion became evident. This enables a full service consultancy within BBO, where clients are able to receive all of their land development requirements in one place.

Hannah is a licensed cadastral surveyor.  She completed her Bachelor of Surveying at the University of Otago in 2014 and is currently an associate member of the New Zealand Institute of Surveyors.

When graduating from the Waikato Institute of Technology Gareth moved to Christchurch and worked as a structural technician as part of the Christchurch rebuilds.  Since joining BBO in 2013 he has developed an in-dept knowledge of the High Productivity Motor Vehicle Permitting process, worked on the NZTA Rangiriri Section of the Waikato Expressway as a Site drainage Engineer and now is a Civil Site Engineer overseeing Civil Construction Projects throughout the Waikato.

Jennifer Dabney completed a Bachelor of Engineering Technology (Civil) Degree through the University of Southern Queensland in 2013. Previously, she attended surveying related courses in NZ and completed civil engineering / surveying papers at the University of Tennessee, USA. She specialises in processing easements on behalf of WEL Networks and completes a majority of the LandOnline work for the BBO survey division. In addition, she participates in general surveying field work, data capture for subdivisions and relevant projects, and is currently obtaining further skills in stormwater engineering.

David Parker completed a Diploma in Land Surveying through the Auckland Unitec and began working for BBO in 2007. He focuses primarily on general surveying field work, such as: topographical surveys, redefining boundaries, all subdivision work, construction and road set out.

Ian Simpson has completed a Technical Certificate in Draughting and has worked with BBO as a surveyor since 1993, when the company was first established. Ian’s expertise within the surveying profession includes producing topographical surveys, redefining boundaries, volume calculations, construction and road set out, and other surveying related disciplines.

Tom started working in Taupo as a surveyors assistant in 2006, moving back to Hamilton in 07, learning survey, drafting, and eventually computer aided design.  The last six years has seen Tom take on various tasks such as road, drainage and infrastructure design, as well as contract, quantities and scheduling management, and management 3d earthworks design mainly in 102d.  In the last 5 years he has obtained a diploma in engineering (highways).  Tom is proficient in CAD, 12d and capable in MX, assisting the survey and civil department with various aspects of civil projects.

Helen joined BBO in 2016 as a CAD Draughtsperson providing support for both the Survey and Civil Engineering Departments.  She has a background in Survey, Civil Engineering and Telecommunications draughting.

Maclean has 15 years post graduate experience in the design and site supervision of local authority and major highway schemes in New Zealand, Australia, UK and the Middle East.  His experience is focused on geometric design and the management of multi-discipline teams throughout the design stages from project inception to construction.

Henry Niemand completed a National Diploma in Civil Engineering in South-Africa.  He has been involved in many different roles within the construction industry and gained some valuable experience in the procurement and delivery of projects along the way.

Erik has over 25 years experience as a project manager, and has taken a lead role in a diverse range of construction projects.

Industry sectors include: roading, land development, infrastructure and commercial buildings.

Tunde Balvanyos has 15 years of experience in transportation planning and project management in both the private and public sectors in the USA.  She has completed her Doctor of Philosophy in civil engineering at Carnegie Mellow University, in Pittsburgh, PA, USA. Project Management Institute certified Project Management Professional.

Jeremy is a Landscape Architect and has spent the last 16 years primarily focused on strategic and local planning, policy development, urban design and open space development.  Jeremy has been involved in a variety of infrastructure projects including hydro/irrigation schemes, state highways, wind farms, urban intensification projects and may rural planning projects.

Pia joined BBO in July 2016 as Programme Coordinator on the Safe Roads Alliance.  Pia has worked with a number of global multi-disciplinary consultancies in the buildings and infrastructure sector and has experience in project management, forecasting and cost control, office management and accounting.

Amanda joined BBO on 27 June 2016 as Contracts and Projects Coordinator on the Safe Roads Alliance.  Amanda has worked in both public and private sectors and has experience in project and operations coordination, contract management, customer service and business development, as well as case management and office management.

Angela is a highly experienced technical document specialist and has worked with global consulting firms in the mining, engineering, transport and infrastructure sectors. With postgraduate qualifications in management, Angela is apt at guiding and enabling teams through all stages of the document development and delivery process, particularly for large and complex projects. Skills of note include providing front-end client support in documentation strategy and control infrastructure, as well as guidance in the design layout, development and production of high calibre presentations. As a document specialist, Angela understands the frameworks required to allow for scalability and evolution of projects, and has implemented this successfully throughout her career.

Angela is an internationally qualified Business Case Practitioner.

Sarah started at BBO in 2015 to work predominantly as part of the Safe Roads Alliance.  Her responsibilities include project communications, stakeholder engagement and promoting the Alliance and its programme of work.  Sarah has many years’ experience working in local government and health sector communication roles here and in the UK.  A creative communications professional, with a passion for community engagement, Sarah enjoys coming up with innovative ways to engage with the public.

Rachelle is the Customer Relationships Management Administrator and the CRM database technical expert for Safe Roads.  She is responsible for management of the database, training and supporting the project teams who use it, and managing general customer queries received and responded to through CRM, data analysis, engagement and internal communications, process documentation and review and training.

Deanna Sigley joined BBO in 2012 as our Financial Administrator. She ensures a smooth transition of all financial transactions and plays an integral part within the team.

Farley Stent provides financial assistance to our Financial Administrator since June 2016.

Fiona joined BBO in October 2017 as Directors Assistant.

Cathy Rondel joined BBO in 2014 is our Office Administrator.

Vikki Holder joined BBO in 2016 as an Administration Assistant and manages reception.

Colin joined us in March 2015 his role focuses on continual improvement and compliance of Quality Assurance and Health and Safety within the organisation.

Pam Cootes provides BESS (Bridge Engineering Self-Supervision) Certificate related services on behalf of the NZ Transport Agency nation-wide.  Her enthusiasm and dedication to serve the transport industry has earned her respect and appreciation from many operators and colleagues.

Pam is also knowledgeable in Overweight vehicle and HPMV Permitting processes.
