Northgate Developments Ltd
BBO has supported Northgate Developments Ltd to successfully secure and implement the necessary authorisations for the rezoning and subsequent development of over 100ha of their land, to create the Horotiu Industrial Park.
The challenge
BBO has been providing support to Northgate Developments Ltd since 2010 when they came to BBO seeking the rezoning of over 100ha of their land at Horotiu, from Rural to Industrial. The Industrial zone provisions negotiated at that time, have enabled the staged development of the land to create the Horotiu Industrial Park/Northgate Business Park as it is known today.
Once rezoned, the real challenge was the delivery of the development in a cost-effective manner and with sufficient flexibility to meet market demand. The client’s objective to maximise industrial land was forefront as almost every discipline within BBO sought to overcome very challenging site conditions for earthworks, coupled with the site’s uniqueness of being traversed by the Te Rapa Stream, a high-pressure gas-pipeline and the North Island Trunk Railway Line.

The outcome
BBO was instrumental in negotiating the rezoning of the land as part of the Waikato District Plan review and has been progressively consenting and designing the landform/lots that form the Horotiu Industrial Park. Predominantly, this included securing numerous resource consents from the Waikato Regional Council and Waikato District Council for the site’s subdivision, stream diversions, and bulk earthworks, to the more detailed matters of consenting advertising signage.
The BBO design team undertook the design of the Great South Road/Evolution Drive lights; a realignment of the Te Rapa Stream; the internal roading networks; rail siding connections; a borrow site for the Te Rapa Section of the Waikato Expressway; 430,000m³ of earthwork contours in difficult soils; multiple culverts; an overall stormwater design and the associated legal survey.
BBO’s drive to challenge the norm and present more cost-effective and innovative solutions, resulted in an innovative stormwater and earthworks design to create lots well suited to the range of industrial users now established there.
